Orlando Jaramillo gets busted again.. Impersonation of a police officer.

This guy has always made me sick.  He is one of those guys who dosn't go away and is always lingering around the security business.  His latest job was training security officers on the use of Tasers and other police weapons.  He is a fraud in the highest sense of the word and a scumbag.  Yes, that is my opinion..

An Albuquerque man was jailed Friday, accused of posing as a Bernalillo County deputy, and deputies were tipped off only after he failed to pay for police equipment.

Officials say he drove what looked like a cop car, wore a badge, and even went so far as to try to arrest an undercover deputy for a traffic violation.

Investigators say 35-year-old Orlando Jaramillo called a police equipment company, identified himself as a deputy, ordered equipment and then failed to pay up.

The company called deputies, which started the investigation earlier this week, but one neighbor says he was masquerading as a cop for at least two years.

Another neighbor, who didn't want to be identified, says she knows him as something else.

The neighbor said Jaramillo is, "A scam artist, a fraud, um, a liar, a cheat, a bad neighbor."

Jaramillo drove a white Crown Victoria, that neighbors say had lights and a computer in the car. Neighbors also say he was often armed.

The unidentified neighbor said, "He's shown us a gun many times. He's shown his badge many times. There have been incidents where neighbors' houses doors are open, and he'd be the first one out the door with his gun out, kind of like being the hero, the protector of the neighborhood."

After deputies got the tip from the police equipment company, they set up an operation to expose Jaramillo as an imposter.

On Friday morning, deputies say an undercover detective drove in front of Jaramillo's imposter car and swerved, just to see what he would do.

Investigators say Jaramillo pulled the detective over, flashed his badge, and identified himself as a New Mexico State Police Officer.

That's when the real law enforcement moved in.

Investigators arrested him and searched his home. There, they say they found Tasers, a handful of guns and APD, BCSO and state police badges.

Jaramillo faces three felony charges, including fraud, and is being held on a $50,000 cash-only bond. Investigators say he's been arrested for fraud once before.

Beware of Albuquerque's unlicensed security companies and don't rely on Internet online directories..

Albuquerque, NM- October 1, 2009-  New Mexico has laws pertaining to security companies but unfortunately not all (or most) companies follow them.  Each security company myst have a 'trade PPO' registered with the state that authorizes the company to do business.  People looking to hire a security company in Albuquerque use the computer and Google like everyone else.  There are many Internet directories that rank high with Google and bring a security consumer to a list of available "security companies."  WATCH OUT BECAUSE MANY OF THE COMPANIES LISTED ARE NOT IN COMPLIANCE WITH THE LAW.

Anyone could do this search and it is inexcusable that some (any) enforcement/ regulatory agency doesn't do the same search on at least a yearly basis.  These are just a few of the directories out there.. It is unfortunate that many security consumers are being lured into using unlicensed companies who have directory listings.

The State of NM requires the following for a LEGAL security company:

1. Active Trade PPO license
2. Active Manager or Owner PPO license 
3. City Business License
4. NM Tax Certificate
5. Commercial General Liability Insurance policy
6. Worker's Compensation policy for companies with more than 3 employees (as a consumer- I would think you would require this coverage!)
7. State Approved Uniforms
8. All guards must have state issued licenses, FBI Background checks and state required training
9. Compliance with all license laws, statutes, etc.

Of course, there are many licensed security companies that provide good services in Albuquerque.  These firms are easy to find and are also readily available in the same directories.  Don't hire an unlicensed company.  It is a liability.  

You can protect yourself by requiring that any company that bids for work, presents the above, with their bid for security services.  Call New Mexico's Regulatory Agency with any questions with licensing or compliance: 505-476-4664.

Albuquerque, NM- September 18, 2009-  All people who do security or protection work for money must have a license issued b the State of New Mexico prior to working on any location.  The license process requires a nationwide FBI (fingerprint) background check, required training, compliance with child support payment and fitness for duty.  Many New Mexico Companies are not licensed.  Many if not most of the guards providing security in Albuquerque are not licensed.  The state requires each guard to display his/her license on their uniform and to produce it upon request.  

If you have a guard working on your property- make sure they are licensed by CLICKING HERE.  All you need to know is their name.

Each security or investigation company operating in New Mexico must have a license prior to doing any work or hiring any guards.  His ensures proper license, background checks of the owners, insurance, civil litigation history and legal compliance.  CLICK HERE to check on any New Mexico security company.  If their company name isn't listed they are not licensed.  It is against the law to provide security without a license.

The Albuquerque New Mexico Security Circus continues..  For those of you who are having a hard time keeping up with the name switch companies and players in the business of illegitimate security here is an update.. 

Legit Security goes out of business owing thousands to employees and a hundred or so thousand to ADP Payroll processing.  It dissolves amid investigations and news reports.

ICU Security is formed and run by many of the same people then dissolves amid news and RLD investigations. 

Atlas Security is formed and run by many of the same people.  It takes over much of the same business that Legit serviced.  Ron Haley and Greg Buck start doing some projects on the side (as stated by several guards on video), such as running guards for  a movie production.  It angers some of the old partners.

An out of state California company is said to purchase the former "Legit or Atlas or whatever."  It comes into town and is set to take over operations at an old Albuquerque hospital.  It will apparently do security, janitorial and other things.  It makes an application for PPO license with the state of NM. It purportedly does security for a film in town.

This is where I come in.  A guy notifies me that Gil Baca is back.  He does all of the work, talks to guards, takes film and pictures.  He has others help.  All of this is recorded.  Being a good citizen, I notify the authorities.  RLD responds promptly.  I get a call from the California company owner stating that Gil Baca has never worked for him and never will.  He thinks Baca is up to something.  It doesn't make sense to me.  How did he find out about te blog so fast?

I speak to another contact who sees Baca and this company owner together.  LOL.  They are apparently kicked off of the hospital grounds and the locksmith comes and changes the locks, effectively locking Baca out of the buildings.  Who does Baca work for anyway?  They seem to have issues with the contract with the hospital and the California company that has an Arizona address (and isn't incorporated in Arizona) still doesn't have a NM license even though the security employees think they are working for the California company..

By this time, so many people have been burned by Gil Baca, Joe Stidham and their companies - everyone is calling everyone and people are all tripping over themselves to get the word out.  It looks like RLD does a great job and tracks everything down at real time.  It looks like they got the answers from some of the video I have seen.  I have been sent a lot of good video and told about more that will be in soon.

The TV show is getting rid of the old security company "no later than Friday" that is some form of Atlas or the new California company, depending on who you talk to.  Ron Haley is left holding his hat and banned from the old partnerships, apparently, 'double-dealt.'

Gil Baca's blog starts firing off the standard denials and 'its all lies' comments.  He somehow thinks that nobody knows it is him that is running the obsolete, misspelled and uninformed blog... LOL.

The whole time- I am just sitting back and receiving information from people who are all concerned with the security industry.  A dozen or so people have been in touch with RLD, police, Department of Labor, PRC and who knows who else.  I spend very little time talking to a few people and doing a little typing.

I just pass on information that I document on this blog.  It is free speech and falls under the first amendment and blogger's rights are well established.  You can't hide the truth and expect it to come out if you keep trying the same old tricks in the same small town.

Albuquerque, NM- September 15, 2009--     The company that has come into New Mexico to do security guard services, among other things, is not even incorporated in Arizona.  American Facility Support Services Inc. is not incorporated in Arizona or New Mexico.  It certainly doesn't have a security license..  How is it running a security operation in Albuquerque?

It is apparently run by Gil Baca, based on the business card.  He is one of the states most notorious unlicensed/ illegal company owners that is surrounded with mystery.  He has been involved in several companies that have left many unpaid guards, attempted name changes, his house was burned (or at least the company records..), he has been featured I don't know how many times on the TV or print news, etc.

And that's right folks... he's back.  Apparently this same firm has applied to get a NM PPO license even though it is already doing work and apparently employs security guards.  Talk about jumping the gun..

Does anyone care?  Will anything get done this time?  How many guards will have to suffer unpaid wages this time?  Will RLD finally step up and stop unlicensed activity?  I guess time will tell..  On thing is for sure.. he (and any of his partners) are making a lot of money, illegally- right now, and will soon be professing that he is innocent and that I am just a mean guy who is attacking him unjustly.  His stupid and 'anonymous blog' will pop up with tons of junk, unfounded allegations and prayers asking the devil to leave my finger tips.. LOL

Guard: The TV show Breaking Bad hires an unlicensed company run by Gil Baca- American Facility Support Services Inc.

Albuquerque, NM- September 14, 2009-     He's baaaccckkkk!  The TV show Breaking Bad has apparently decided to hire a company that is operated by a man who is almost as bad as the characters in the show.  One of the guard who is in their employ says that they have hired American Facility Support Services, Inc. operated by the infamous Gil Baca.  It is obvious that this guy wont go away until he is put away.  It is beyond ridiculous that the state still allows this guy to walk the streets and screw people out of money.  I'm sure that the hundreds of victims (employees) and others want some kind of justice for this guy's crimes.  

The company has no license in NM, of course and we have already talked to guards who work directly for the company and Baca on the set of Breaking Bad in Albuquerque.  They are doing additional security and other work in Albuquerque.  I have alerted the police, RLD and others.  How can his happen?

Is Ron Haley still employing guards? These guards think so..

Albuquerque, NM- August 28, 2009-  I thought Ron Haley's license was denied.  A guy sent me this video, investigation, etc. and the guards interviewed stated that they worked fro Ron Heley.  How could that happen?  They shared quite a bit more with state investigators and it is all being verified now.

These are the guys who were caught without guard cards, unregistered and not background checked by the state who stated that they worked for Ron Haley.  Apparently they were working at the movie set of Breaking Bad in Mesa del Sol last Friday night.  There were additional guards at Highland High School who were monitored.  Apparently, they didn't hardly speak English and their is even a question if they are in the US legally..

Hopefully, the state finally does something about this kind of illegal activity.  Albuquerque security consumers: don't hire guards who don't have license, training or background checks..  It is disappointing but the problem is that many security consumers don't care what they get as long as the bid is the cheapest..

The circus continues... Ron Haley and ICU Security are providing unlicensed, illegal security in Albuquerque

Robb, I will answer your question as to why People are digging your blog for info in Ron Haley! Ron Haley is soliciting security business in the Albuquerque area and the State of New Mexico illegally! That’s right Ron Haley is breaking the Law! Haley is soliciting business under the I.C.U. Security LLC; which he set up. The apple does not fall far from the tree.  Haley was tied into Baca and Stidham and the Legit crew that is not so Legit. In better terms; the tree should be cut down and BURNED! JUST TO MAKE THIS CLEAR; RON HALEY IS NOT AND NEVER HAS BEEN LICENSED IN THE STATE OF NEW MEXICO AS PRIVATE PATROL OPERATOR. 

Haley is pitching his business I.C.U Security and telling those who are not doing due diligence on Security Firms that he is licensed to do business in the state of New Mexico. Ron Haley, if no one has told you- this is illegal. Ron it is like when you catch some one speeding while you are a Police Officer that upholds the law in Bosque Farms and you write them a ticket. The person broke the law- right?

 Ron Haley and ICU are breaking the law on a much larger scale.  This brings me to another question.  Why do you break the law in contradiction to your position as Police Officer?

Nick Panagolakos' company continues to operate without being properly state licensed..

June 22, 2009-  Albuquerque, NM-     Nick Panagolakos' company continues to operate in Albuquerque without the proper state license.  I verified this directly with the PI Board Administrator on Friday, despite the claims of the "Chief's" ex-wife that the business was operating legally.. Big Surprise.  She finally stopped blowing up my company phones once I forwarded the e-mail response by RLD stating that the company wasn't licensed.  LOL.

Nick Panagolakos and "Deputy Chief" Scott Rodgers have teamed up to provide security in Albuquerque.  They state that they are "Private Law Enforcement."  Hmmm..  You may see them patrolling the streets in a green Lincoln car with no markings.  I hear that one of this company's employees carries multiple guns, knives and even swords.  I didn't know a sword was security tool. 

The business cards say "Licensed, bonded, insured."  I have sent this and much more information to the state for investigation.

**Note- I removed the company name because I was contacted by another local security company that has a US Trademark on the company name.  The company is a long-established business and they state that Panagolakos or his partner are using the name in violation of Federal Trademark law, which seems to be the case.  He states that has made complaints with the state and federal government entities responsible for this infringment.

June 17, 2009-  Santa Fe, NM--     Seriously.  Santa Fe Reporter Dave Maass reports that Ron Haely and ICU Security is denied a PPO license by RLD.  It appears that Mr. Haley's game just got a little harder.  Interesting.

May 21, 2009- Albuquerque, NM--     Albuquerque's newest unlicensed security company has surfaced.  No nothing.  No license, corporation filing, City of Albuquerque Business license, PPO or PPOM state license but they do have an office: 2659 Pan American Freeway NE Suite B Albuquerque, NM.

Nita Hibben is running the place in an administrative fashion and I assume her security guard husband, Matthew Hibben is involved somehow.  Remember that these people exited about the time of the breakup of Legit Secuity but Hibben had been the Vice President of Legit Security on the PRC filing.  Nita Hibben processed all of the fake payroll on the ADP Payroll Processing Service and attempted to run an additional "payday" just days after the first two.  This was suspicious and cost ADP over $110,000.  She failed to mention the payroll issue as I found that out from another source.  She claims she was owed four weeks pay.  Why wouldn't she mention the fact that she processed payroll?  She tipped me off to Gil Baca's house burning due to a furnace malfunction.  She also knew somehow that all of the employment files were in the garage... 

Now how would she know all of that info?  She gave me the exact address..     

If law enforcement needs it, her e-mail is listed in below blog posts... I don't have her current phone number yet.

Another strange coincidence is that Gil Baca used Ironstone Bank for his business accounts.  Is it just a coincidence?

Welcome to the New Mexico Security Blog!

Welcome to the New Mexico Security Blog.  Its purpose is to inform the public about problems in the New Mexico Security industry and to be a resource for security consumers, guards and security company owners.  A lot of this information will sound completely crazy if you are new to the blog. I thought the same thing but this is all documented truth.  As you will see, the blog posts are supported  by testimony, documents, police reports, pictures, audio and video.  It is published by Rob Hamic and supported b hundreds of people who regularly send in information and a handful of blog authors.

Robb Hamic started this blog because he was frustrated with seeing unlicensed or illegal companies operating in full view and out in the open.  He has made hundreds of complaints but never saw the state act on any of them so he decided to show the public and news media what was happening in the industry.  Mr. Hamic coordinates all relevant information with state/ federal agencies and law enforcement concerning the people or companies who are featured on this blog.

The quantity of issues astounds us each day.  We are always asked "why doesn't the state do anything" or "how can these people still be in business?"  Good question.  I have asked that to the State and myself many times.  I included a few of the funniest photos that we have taken or received, and yes, they are all original.

I made a short list of some of the big events that I have documented that really didn't make sense.

1. Security company owners can and have been arrested and still have state licenses.  This is insanity.

2. Cops can operate illegal security companies, employ felons, break the law and nothing happens to them.  Some do company business while on duty..

3. The Santa Fe Guard, Tom White (employee of Avalanche Protective Services in Santa Fe), smokes marijuana on duty at Allsups and state RLD licensing did noting to the company. (Guard later arrested for warrants.)  The picture taken and sent to me by Allsups employee.

4. Legit Security still has a state security license, despite everything that the company did to break the laws and mistreated their employees.  It's owners are still walking the street and even operating a company while the guards wear "Legit Security uniforms. 

5. Murder arrested for 4th felony and already spent 20 years in jail works in security for Avalanche Protective Services at Allsups in Santa Fe.  He surrenders to law enforcement for a felony warrant, admitting that he currently works security.  I verified his employment with the company.  State RLD Does nothing as usual.

6. A pimp is running a large operation from a "front" security business.  I reported his illegal company to RLD, who does nothing.  A year later Albuquerque city law enforcement finally arrests him.  

7. A security guard shoots a car with a shotgun for no good reason while doing security at a location.  The state RLD does nothing.

8. A victim of forgery states that Steve Patterson forged his affidavit and altered it to obtain his security company license.  Patterson's business partner Mary Posen notarizes the affidavit outside of this victim's presence.  Victim makes complaints to RLD and the Attorney General and the state does nothing.  Posen later quits United Security this year.

9. This past year, multiple felon guards applied for employment with my company.  They would admit to working for other companies and I would of course make complaints to RLD.  Nothing has ever happened.

10. The news media has featured a half dozen arrests or indictments for criminal security company owners.  Security company owners actually sat in jail with the state RLD doing nothing.  One of these people under felony indictment still possessed his license while all of this was going on.

What do you call a couple of slick cops who break the law? Repeat offenders.

May 16, 2009-  Albuquerque, NM-     I was trying to clean my office today and NOT blog but as usual, it doesn't work out the way I plan.  My phone starts to blow up and a guy calls me saying that he has found a couple of guards working at a high profile location, unlicensed, out of uniform and making money doing security.

Illegal- yes.

Who cares, right?  He spoke to these guards and they say that they work for Joe Stidham and Ron Haley.  OK- now I care. 

They have worked for them for three weeks, don't have any training whatsoever, no uniforms and they don't even know what company they are supposed to work for because they are paid in cash.  It is easier that way.  They work for Stidham but report directly to Haley by phone.  

Here is the deal.  Both are unlicensed with the state.  Kelly Condrey plead guilty to a Felony Attempted possession of a controlled substance, which was plead down to a Misdemeanor.  She was arrested twice before, once for Drug possession charges (Felony) in 2006 and Misdemeanor Battery Domestic Violence against a Household Member in 1998.  I am not sure why the guy has 3 ID cards but he gave them just the same.  He is not eligible for a guard license because he is seriously delinquent on child support payments anyway.  These are just the people that you want for guards right- no training, licenses and one has criminal issues?  Hey- don't get so worked up- this is New Mexico.  Nobody cares anyway.

I tried to call Ron Haley, Bosque Farms Police Officer on his cell phone that these guys gave to the guy who called me (505-362-6074- just in case real law enforcement officers need it to contact him) but he didn't answer.  His message said that he was "working at the PD until 1P.M. and would be available after that."  Nice.  Is that any way to run an illegal company?

These guys also gave Joe Stidham's cell phone number (505-991-6643- just in case any real law enforcement officers need it to contact him).

I made another irrelevant complaint to RLD by e-mail to supplement my 20+ other complaints against Legit, ICU, Gil Baca III, Joe Stidham, Ron Haley and whatever entity this will turn out to be.  I will supplement all of this to all of the cops, detectives and agencies that I am working with as usual.  

To add insult to injury- Legit Enterprises still has a PPO Trade license with RLD.. LOL.
