Armed Response Team
As a veteran of 20 years in the Albuquerque Police Department, I know firsthand the core function of local government is to provide for public safety through our police and fire departments. We all expect, and deserve this protection.
Along the way, however, the public servants in our police and fire departments have been asked to take on many other roles. Our EMTs are often dispatched to help individuals who don't have insurance and who use EMTs and emergency rooms for their primary care needs. Our police officers are used by burglar alarm companies as first responders to alarm signals, even though more than 95 percent of the calls are false.
These (uses) increase the costs of services to all taxpayers, and ...add stress to the uniformed personnel working hard to meet ever-increasing demands with limited resources.
The city has decided to take an important step to solve at least one of these problems. Starting this month, police officers will not respond to burglar alarm calls at approximately 35 city facilities. A six-month trial program will use retired police officers employed by the Armed Response Team to respond to alarm signals at these city facilities.
This innovative approach will benefit everyone involved. APD officers won't waste time responding to false alarms, saving an estimated 300-plus man hours. Police will be able to respond even faster to higher priority calls.... The city facilities will get faster response to their alarm signals because that's the Armed Response Team's only job. By getting to alarm calls fast, ART can deter break-ins and catch burglars when they trip the alarm.
The taxpayers benefit because the city ...is able to contract alarm response to ART at a rate that is less than the cost of an APD officer to respond to city facilities. The former APD officers employed by ART benefit our community by continuing to use their 20-plus years of policing skills as a further crime deterrent.
This pilot program is an example of city leadership finding ways to make our community safer, while saving taxpayer money at the same time. The only losers are crooks looking to steal from taxpayers and citizens.
